Welcome to the Avon Lake Law Department

 

According to the Charter of Avon Lake, the Director of Law is the chief law officer of the Municipality.  He is appointed by the Mayor, with the concurrence of a majority of the members of Council, and is immediately responsible to Council for the discharge of his respective duties. 
 
The Director of Law prepares all contracts, bonds and other instruments in writing in which the Municipality is concerned and serves as legal counsel and attorney for the various officers and heads of the Municipality in the performance of their official duties.  When required to do so by resolution of Council, the Director of Law prosecutes or defends, as the case
may be, for and on behalf of the Municipality, all complaints, suits and controversies in which the corporation is a party, and such other suits, matters and controversies he is directed by resolution or ordinance to prosecute; but is not required to prosecute any action for the violation of a municipal ordinance without first advising such action.
 
William J. Kerner, Sr. is the Law Director of Avon Lake.  Mr. Kerner received his undergraduate degree from John Carroll University, Cleveland, Ohio, and his Masters of Business Administration from Case Western Reserve University, Cleveland, Ohio. Mr. Kerner received his  law degree from St. John’s University, New York City.  William Kerner has been the Law Director since early 2008.  
 
David M. Graves is the Assistant Law Director of Avon Lake.  Mr. Graves received his undergraduate degree from Bowling Green State University, Bowling Green, Ohio.  Mr. Graves received his law degree from Cleveland-Marshall College of Law, Cleveland, Ohio.
 
John L. Reulbach, Jr. is the prosecutor for Avon Lake.  Mr. Reulbach received his law degree from Cleveland State University, Cleveland, Ohio.
