• Building Department's Frequently Asked Questions

1. When do I need a building permit?
(A) building permit is required for all new construction of any new structures or buildings and additions, or the alterations of existing buildings.

2.What is a plot plan?
(A) A plot plan is a birds-eye view of your property. It will show your property lines, house and any other structure placement on your lot.

3. What is Required to obtain a building permit?
(A) A plot plan showing dimensions where the new structure is located on the lot. 2 sets of plans showing the elevations of the structures, a typical wall section, a floor plan, (a bird’s eye view of the floor area), to include any electrical, HVAC and plumbing.

4. What is an occupancy permit?
(A) An occupancy permit is required prior to the use and occupancy of any new structure or altered structure. This permit is obtained after a final inspection. (Click on Link 1442.05 for further information)

5. When do I need a grading permit?
(A) A grading permit is needed for all new home construction. A regarding permit is also needed when new structures such as driveway extensions, detached garages or additions to existing houses are constructed. See the Engineering Department for any questions about grading permits.

6. I have an existing basement in my home and want to finish it. Is a permit required since the basement is already there?
(A) Yes. Although the basement exists, it exists as an unfinished area of your home. To change the use of the area will require at minimum additional electrical wiring and probably additional walls and ceilings.

7. Do I need a permit for a fence?
(A)Yes, Fences are covered in our zoning Code as far as placement, height etc. A permit is required to construct the fence.(Clink on Link 1240.06 (d) & Schedule 1240.06 (d) for further information).

8. Do I need a permit for a swimming pool?
(A)Yes, swimming pools are covered in our zoning code as to placement. There are several building code issues with pool in regards to electrical, fencing and possible alarms required. (Click on Link 1240.06 F for further information)

9. Does my contractor need to be registered?
(A)Any contractor performing work within the City of Avon Lake needs to be registered. The process includes a fee, proof of insurance and a bond. (Click on Link Chapter 1438 for further information)

10. What if I want to do construction to my home myself?
(A) A homeowner may do any construction to his own property. Proper building permits would still be required. (Click on Link 1438.04 Exception for further information) .

11. Is a point of sale inspection required?
(A)No. Presently the City of Avon Lake does not require this type of inspection. Typically a new home buyer requests a private home inspection service as part of the purchase agreement
