City Seeks Comments on Lake Road West Sidewalk Installation

The City of Avon Lake is proposing to fill in gaps in the existing sidewalk network on both the north and south sides of U.S. 6 (Lake Road) and install pedestrian hybrid beacons (PHB) at Miller Road Park (Beachpark Tower Driveway) and west of the S.R. 83 intersection.

Traffic on Lake Road will be maintained during construction. Construction is expected to begin in the spring of 2027 and last approximately 6 months.

To facilitate construction activities, the project will require approximately 0.22 acres of permanent right-of-way from Miller Road Park, approximately 0.06 acres of permanent right-of-way from Veterans’ Memorial Park, and approximately 0.07 acres of permanent right-of-way from Bleser Park. The portion of the public sidewalk along Miller Road Park and Veterans’ Memorial Park within the construction limits will not be accessible during sidewalk, ADA ramp construction, and the installation of the PHB. Access to Miller Road Park, Veterans’ Memorial Park, and Bleser Park will be maintained during construction.

Miller Road Park, Veterans’ Memorial Park, and Bleser Park are recognized recreational properties and are provided protection from adverse impacts associated with federal-aid transportation projects. The City of Avon Lake consulted with the Parks and Recreation Department in regard to project impacts and received concurrence that the project will not adversely affect the recreational activities, features, or attributes that qualify the property for protection. The following measures to minimize harm are being implemented as part of the project:

  • Access to Miller Road Park, Veterans’ Memorial Park, and Bleser Park shall be maintained at all times during construction activities.
  • Temporary construction fencing shall be installed along proposed construction limits within Miller Road Park and Veterans’ Memorial Park prior to the start of construction activities to protect the existing 4(f) property and the public.
  • Appropriate signage shall be installed to alert users of Miller Road Park and Veterans’ Memorial Park of construction activities, sidewalk restrictions or closures, and to direct users to secondary sidewalk access points.
  • The staging and/or storage of construction equipment or materials shall not take place outside proposed construction limits that are within the defined boundaries of the 4(f) property.
  • The contractor shall be required to closely coordinate the construction schedule with the City and ODOT prior to the start of construction activities.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 14, 2020, and executed by FHWA and ODOT.
