Door-to-Door Solicitation or Canvassing Permit


UPDATE: Due to the Coronavirus and for the safety of our residents, door-to-door solicitation will be suspended until further notice.


The City of Avon Lake allows for Door-to-Door Solicitation and Canvassing, provided that certain conditions are met, and a permit is obtained. During door-to-door solicitation or canvassing, the permit must be prominently displayed at all times, and exhibited to any resident or municipal official upon request. There is a permit fee of $15 for one month and $60 for one year. Soliciting is only permitted between the hours of 9:00 AM through 30 minutes after sunset from October 1 through March 31, and between the hours of 9:00 AM through 9:00 PM April 1 through September 30.

To obtain a Door-to-Door Solicitation or Canvassing Permit:

    1. Complete this solicitor's online application and upload a photo. Once completed, you will receive a confirmation email.
    2. Or, print and fill out this solicitor's application form. If you prefer, you may pick one up at either Avon Lake Police Department (32855 Walker Rd) or at Avon Lake City Hall (150 Avon Belden Rd).
      • Return the completed paper form, along with two 2" x 2" photos, to the Finance Department, located on the 2nd floor of the Avon Lake City Hall (150 Avon Belden Rd).
      • Photos can be generated from your camera, or from a Photo Service Center, such as Walgreens (32798 Walker Rd) or CVS Pharmacy (375 Lear Rd).
    3. A separate application must be filled out for each person.
    4. The Police Department will conduct a background check (usually takes 2 - 3 days)
    5. After a satisfactory background check has been completed, the Safety Director will review the application.
    6. After the Safety Director approves the application, the applicant will be contacted and advised that the permit is ready for pickup.
    7. Payment of cash or check is due when the permit is picked up at City Hall during regular office hours (Monday - Friday, 8:00 AM to 4:30 PM).

Do Not Knock Policy

No solicitor will approach a residence that is on the Do Not Knock list. Before approaching a residence solicitors can view or download the Do Not Knock list online. There will also be No Soliciting/No Canvassing stickers at some home entrances as additional notification but is not a requirement.
